San Diego deputies left ‘transient’ woman lying in a ditch, report says. She ended up dying

In late July, Richard Quinones saw a woman lying in a ditch near trolley tracks in Lemon Grove. He called the San Diego County Sheriff’s Office, who arrived but then drove off without checking on the woman. She died days later.
