L.A. city told the court there were 88 beds at a homeless shelter, but 44 of them were missing

A South Los Angeles tent shelter reported it was providing 88 beds under its contract, but an inspector found half of that. A federal judge overseeing a court-ordered agreement with the city about its homeless services saw the discrepancy as a sign of mismanagement he has been railing about.
