A Times review of court records found Silvia Zhang was accused of child abuse and threatening tenants at rental properties around the same time she and her husband, Guojun Xuan, operated a so-called surrogacy mansion in Arcadia. Xuan allegedly used a Taser on a dog during a property dispute.
