Despite Newsom’s objections, Democrats approve striking penalty for soliciting older teens from bill

Sacramento Democrats voted Thursday to remove a bill measure that would have increased the penalty for soliciting a 16- or 17-year-old for sex, against Gov. Gavin Newsom’s directions.
